History of the college
Somali Regional State consists of eleven administrative zones which are further divided into 95 woredas (Districts) and six city administrations. Somali Regional Management and Public Service College was established in 1994 E.C. with proclamation no 26/1994. It was established with the triple role of building the capacity of the civil servants through provision of short and long term trainings, providing consultancy services and conducting problem solving researches. Before the issuance of this proclamation, with financial support from the United Nations Development Program (UNDP) a training centre for woreda officials was established. The buildings of this training centre were later handed over to the Institute after it was formally incepted in 1994.
Since its inception, the Institute has been playing a decisive role in the socio-economic and political development of the region. The college has embarked on delivering various demand-driven long term and short term trainings both at regional and Woreda levels. Initially, the key target area of the college was filling the gap in the areas of technical, managerial and administrative skills through short term training; according to the new proclamation, the college is mandated to improve the capacity of human resource found in governmental institutions by giving due attention to women and human resource working at regional and district level. The college of management & public service which is one of the main public institutions of Somali region had experienced a lot of problems in the area of civil servant capacity building but now this problem is solved particularly the successive achievements for the recent years in which tremendous activities taken place like conducting & delivering trainings on good governance & leadership trainings, basic managerial skills, monitoring and evaluation and skill up training.
After recent reforms in Somali region that resulted into a new government and the associated new staff at both regional and woreda levels; it has been realized the need for capacity building training on management and public administration aspects at level of the government staff. Somali Region Management & Public Service College aimed to improve the capacity of civil servant through Training need based, Research & Consultancy service and prepare them providing better service delivery system throughout the region at large in terms of access and quality in order to answer the question of maintaining good governance at all level of the region
